Springboro crossroads development construction to begin

The Springboro City Council is expected to nail down the last of four “main components” of the redevelopment of the former Springboro IGA Plaza on Sept. 6, and construction is expected to begin in October.

“The fourth and final component of the redevelopment plan is the construction contract for the Performing Arts Center (PAC). The PAC construction contract is scheduled for the City Council meeting of Sept. 6,” according to an email newsletter distributed this morning by the city.

“To date, the City Council has authorized three of the four main components of the IGA Redevelopment project; 1) The overall Development Plan and Tax Increment Financing District (TIF) to help pay for improvements. 2) The Infrastructure Plan to provide streets, water, sewer, etc., within the development. 3) The Land Lease Agreement whereby the City will retain control of the property and will lease building pad space to the developer (Mills-Barnett) to construct buildings for end-users.”

“Significant changes have been made to the overall preliminary plan to address parking concerns,” the newsletter added.

The portion of the land for buildings has been reduced from about 76,000 square feet and 11 buildings to 50,000 square feet and nine buildings.

“This is significantly lower square footage than the old IGA plaza,” according to the newsletter.

One building was removed to add 42 parking spaces to the spaces already shown in the original plan.

“In addition, the City and the developer have been working with surrounding property owners to create shared parking arrangements to allow for even more parking.”

Also, Mills-Barnett “has secured property adjacent to the redevelopment property that will allow motorists direct access to Edgebrook Drive (thus allowing a third access point in and out of the redevelopment).”

The main accesses will be off Central Avenue, Ohio 73 in Springboro, and Ohio 741.

Traffic signals are planned on Edgebrook Drive.
