Grand juries, which meet in secret, review criminal charges brought by police and prosecutors and investigate possible criminal behavior. The proceedings are usually one-sided, the accused is not present and witnesses are not cross-examined.

A grand jury may issue an indictment if it finds probable cause that a crime was committed and the accused person is responsible. An indictment is an accusation that must then be proven in court. The grand jury may also elect to issue no indictment.

Indictments returned during a recent session of the Butler County grand jury:

  • David D. Herring, 4455 Doerfler Court, West Chester; indicted on one count each of possession of drugs and driving under suspension.

  • Brittany D. Bishop, 639 Minor Ave., Hamilton; certified back to the lower court on one count of possessing drug abuse instruments.
  • Richard D. Hajer, 6077 Happy Valley Court, Fairfield; indicted on two counts of aggravated possession of drugs (direct), and one count each of possession of drugs, making false alarms, and illegal use or possession of drug paraphernalia.
  • Tara Nicole Hamlin, 7941 4th St., West Chester; indicted on one count of possession of heroin.
  • Gregory S. Owens, 7081 Tylersville Road, West Chester; indicted on one count of aggravated possession of drugs.
  • Rick J. Bucher, 4981 Somerville Road, Oxford; indicted on seven counts of aggravated trafficking in drugs, and two counts of trafficking in drugs.
  • James Anderson Rutledge III, 2393 S. Sutphin St., Apt. 147, Middletown; indicted on one count of possession of heroin.
  • Titus Bishop, 1655 Kahn Ave., Hamilton; indicted on one count each of aggravated possession of drugs, possession of drugs (direct), and illegal use or possession of drug paraphernalia.
  • Joshua B. Seek, 7324 Stone Run Place, Middletown; indicted on one count each of aggravated possession of drugs and driving under suspension.
  • Jeffery S. Duncan Jr., 5094 Hamilton Eaton Road, Collinsville; indicted on one count each of aggravated possession of drugs, and illegal use or possession of drug paraphernalia.
  • Anthony W. Koons, 101 N. Main St., Seven Mile; indicted on one count each of possession of drugs and aggravated possession of drugs.
  • David Allen McKinney, 708 Charles St., Middletown; indicted on one count each of aggravated possession of drugs, and obstructing official business.
  • Michael Bowman Jr., 918 E. Branch Court, Trenton; indicted on one count each of possession of cocaine, possessing drug abuse instruments, and driving under suspension.
  • CJ Roland Martin, 1923 Winona St., Middletown; indicted on one count of possession of heroin.
  • Charlie J. McIntosh, 1004 Sipple Ave., Hamilton; indicted on one count of possession of cocaine.
  • David Curtis Kemp, 417 Sycamore St., Hamilton; indicted on one count of possession of cocaine.
  • Carl Webster, 1201 Vine St., Hamilton; indicted on one count each of improperly handling firearms in a motor vehicle, and carrying concealed weapons.
  • Ronell D. Moore, 636 Tafel St., Cincinnati; certified back to the lower court on one count each of petty theft and menacing (direct).

The Warren County grand jury returned these indictments during a recent session:

  • Michael R. Earls, Warren County Jail; indicted on one count each of aggravated possession of drugs, possession of drugs, operation while under the influence of alcohol or drug of abuse, and driving under suspension.
  • Brittany R. Jones, 3370 Hamilton Eaton Road, Hamilton; indicted on one count each of illegal conveyance of drugs of abuse onto the grounds of a specified governmental facility, and aggravated possession of drugs.
  • John M. Keifer, 129 E. 6th St., Franklin; indicted on one count of theft.
  • Kara S. Bishop, Warren County Jail; indicted on two counts of possession of drugs, and one count each of aggravated possession of drugs and possession of drug abuse instrument.
  • Tyler S. Leas, 12058 St. Rt. 227, Camden; indicted on two counts of possession of drugs, and one count each of aggravated possession of drugs, possession of drug abuse instrument, and falsification.
  • Michael L. Monaghan, Warren County Jail; indicted on two counts of felonious assault.
