The stabbing took place following an argument around 10 a.m. in the 600 block of Bridge Street.
The victim was taken by Franklin EMS to the Atrium Medical Center in Middletown, where his condition is unknown.
Police said the suspect was “compliant” and was taken into custody at the scene.
Garrison is in the Warren County Jail, where he is held on a cash-only 100,000 bond, online records show.
