Parking lot purchase near Second St. Market sets stage for development

The city of Dayton is conveying a parking lot on East Third Street to the Dayton-Montgomery County Port Authority with the hope of setting the stage for new development in the area.

The Port Authority Board of Directors recently approved a resolution authorizing the Port Authority to acquire land from the city of Dayton, with an eye on renovating that land and operating it as a paid parking lot.

The lot in question is near the corner of East Third Street and Webster Street, in the fast-growing Webster Station neighborhood, already home to Second Street Market, about a block to the north of the area in question. The area is also home to Proto-Build Bar, Top of the Market Banquet Center as well as the businesses, Air Force and research organizations that have been congregating at 444 E. Second St. in recent months.

In a Port Authority Board resolution, the site is identified as “adjacent to the building located at 617 E. Third St.”

In 2015, the city approved a development agreement with St. Peter Partners LLC to buy and renovate an old Dayton Power and Light steam plant at 617 E. Third, located across from the Cannery Lofts.

“Clearly, development is happening there,” Port Authority Executive Director Jerry Brunswick said Monday. “And parking is important. Parking is always scarce. The city, everybody wants to make sure that the lot is a good lot that works.”

“The big picture is … the city is not actually developing the site, but they want to ensure that the two adjacent sites, the other buildings on that block, they want to make sure a high-quality conforming lot is developed that facilitates and optimizes that development,” Brunswick added.

As a public body, he said the Port Authority can move quickly to get the renovation work done while avoiding bidding in the buying and selling of land. “Timing is important here,” Brunswick said.

The Port Authority will then operate the parking lot, as it does with the Main Street parking garage, which is often called the CareSource parking garage. The Port Authority will contract with someone to operate the lot, he said. Some of those details remain to be worked out, he added.

A message seeking comment was sent to a city of Dayton spokeswoman.
