The SUV struck a driveway culvert and flipped, the patrol said.
Medics took Tompkins to Atrium Medical Center in Middletown, where he was pronounced dead, OSHP said.
The OSHP also said Tompkins wasn’t wearing a seat belt at the time of the crash.
