Man allegedly caught masturbating in public in West Chester

West Chester Twp. police have charged a man with public indecency after he was allegedly seen masturbating in public in a 1996 Nissan Altima.

Zachary Spicer, 45, of Middletown, was arrested in a parking lot in the 9400 block of of Civic Centre Blvd. at around 12:15 p.m. Aug. 7.

A witness saw Spicer looking at a computer and masturbating, according to township spokeswoman Barb Wilson.

Police cited Spicer with public indecency, a second degree misdemeanor. He is scheduled to appear in Area 3 Court on Aug. 22.
