Man fatally shot by trooper had just been released from area jail

The man shot and killed by a state trooper in Trotwood early Monday morning had just been released from a local jail on Sunday.

Joseph Bernhard-William Kiser, 21, led the Ohio Highway State Patrol trooper on a nine-minute pursuit from U.S. 35 into Trotwood.

Kiser was fatally shot by the trooper, whose name has not been released, after he stopped on Ohio 49 and exited his vehicle, a 2014 Hyundai Veloster, then approached the trooper pointing a .357 revolver at the trooper, according to the patrol.

Kiser was just released Sunday from the Tri-County Regional Jail near Mechanicsburg, according to Scott Springhetti, the jail’s executive director.

Kiser was booked Friday into the jail and served two days for a traffic case out of Madison County Municipal Court, Springhetti said.

Kiser, of Granville, also had several traffic cases out of Licking County, including:

• 7 previous traffic stops from May 2018 to September 2019, the most recent before Monday’s incident

• 4 speeding citations

• 5 traffic stops by the patrol

• $1,813 in fines, court costs and other expenses paid from traffic violations

The patrol continues to investigate what happened early Monday.

The trooper involved began pursuing Kiser around 1:14 a.m. after he allegedly was speeding while headed west on U.S. 35 near the Interstate 675 interchange. The pursuit ended on Ohio 49 near the Olive Road intersection when Kiser stopped the vehicle in the middle of the roadway.

The trooper, who was not injured, fired three shots and struck Kiser three times during the confrontation, according to the patrol.
