Scott Moody, 48, is charged in Clark County Municipal Court with making terroristic threats. He pleaded not guilty to the charge and his bond was set at $10,000.
Police began their investigation on April 6 when they were contacted by the Ohio Fire Marshal’s Office saying they received a phone call from an unidentified man asking many security questions, an affidavit filed with the charge says.
“Mr. Moody stated at one point that he would ‘release a chlorine gas cloud from the City of Springfield Water Treatment Plant, and I’ll sit back and watch you do your work as you evacuate a five-mile radius,’” according to the affidavit.
Officers had dealt with strange behavior from Moody in the past, the affidavit says, and says Moody is a former employee of the water plant.
