Local man threatens to release chlorine gas cloud near water treatment plant, documents allege

A Springfield man is accused of threatening to release a chlorine gas cloud near the Springfield water treatment plant.

Scott Moody, 48, is charged in Clark County Municipal Court with making terroristic threats. He pleaded not guilty to the charge and his bond was set at $10,000.

Police began their investigation on April 6 when they were contacted by the Ohio Fire Marshal’s Office saying they received a phone call from an unidentified man asking many security questions, an affidavit filed with the charge says.

“Mr. Moody stated at one point that he would ‘release a chlorine gas cloud from the City of Springfield Water Treatment Plant, and I’ll sit back and watch you do your work as you evacuate a five-mile radius,’” according to the affidavit.

Officers had dealt with strange behavior from Moody in the past, the affidavit says, and says Moody is a former employee of the water plant.
