Cincinnati quarterback Andy Dalton is 5 of 16 for 38 yards and a 14.6 passer rating, with many of his incompletions coming nowhere near the receivers.
Browns quarterback Brian Hoyer is 10 of 16 for 119 yards and an 85.2 rating.
Cleveland linebacker Craig Robertson intercepted Dalton on the first series of the game, returning the ball to the Cincinnati 18. Five plays later, Terrance West ran in for a 4-yard touchdown and an early 7-0 lead.
The Bengals’ lone score is a 34-yard field goal by Mike Nugent, which came after Cleveland punt returner Jim Leonhard fumbled his own 32 midway through the first quarter.
The only other time Cincinnati reached Browns territory was on their first drive of the second quarter, but Jeremy Hill lost a fumble that Joe Haden recovered at the Cleveland 28.
