Beyond the slick conditions created by the 2 to 6 inches of snow that fell across the Miami Valley, snow that was plowed to the side of streets and roadways was compacted down and blocked some of the storm drains.
This created an effect something like an ice-jam seen on rivers.
Water runoff from melting snow, in conjunction with falling rain, had nowhere to drain because of these blockages and that caused the water to back-up onto roads.

As temperatures rise Wednesday night, the snow around these drains will melt but the flooding threat remains until the steady rain ends.
There could even be a few residual flooding problems with smaller creeks and streams over the next 24 to 48 hours.
Also, another storm system this weekend will bring the threat of more rain.
