OSHA investigates fatality of Duke worker

The fatal fall of a Duke Energy worker last week is under investigation by the Occupational Safety and Health Administration.

Scott Allen, spokesman for OSHA, said investigators from the agency were sent to the scene last week after Keith Jester, 43, of Ross Twp., and another Duke worker were injured after the utility pole they were climbing broke and fell onto them.

Jester was killed in the incident that happened at 12:41 p.m. Feb. 27 near the corner of Mason Morrow Millgrove and Stubbs Mill roads, southeast of Lebanon and outside Morrow.

“We’re talking to the employer and trying to find potential witnesses,” Allen said, who added OSHA has six months to complete its investigation.

OSHA officials have conducted 10 inspections of Duke Energy Ohio in the past 10 years, according to OSHA records. Duke Energy Ohio has paid $12,500 in penalties since 2008 following four serious violations, according to OSHA records.

Most recently, the company paid a $3,000 penalty in February 2010 following a serious violation related to electric power generation, transmission and distribution, according to Allen.

Sally Thelen, spokeswoman for Duke Energy, said the company is also conducting an internal investigation of the fatal accident.

Jester, a senior lineman for the company, was training fellow workers at the time of the accident. The Warren County Coroner’s Office ruled the cause of death was blunt force trauma.

Neidhard-Minges Funeral Home has arranged visiting hours for Jester from 4 to 8 p.m. Thursday, March 6, at St. Aloysius Church, 3350 Chapel Road, in Shandon. The funeral Mass is 10:30 a.m. Friday at the church.
