On August 20, 2016, Dutton was driving erratically on Interstate I-75 North near the Middletown exit when he crashed into victim Elliot Feltner’s vehicle.
Feltner, 22, of Park Hills, Kentucky, was transported to the hospital with life-threatening injuries. He has undergone two brain surgeries, three spinal surgeries and two surgeries on his throat. Feltner sustained a severed spinal cord and is now classified as a quadriplegic. He also suffered severe damage to his windpipe and esophagus. Doctors have indicated he will never be able to eat again and will have to be on a feeding tube for the rest of his life.
Feltner graduated from the University of Cincinnati with a Bachelor of Arts degree (cum laude). He had plans to qualify to make the U.S. National Inline Skating Team.
Warren County Prosecutor David P. Fornshell commended Trooper Tyler Boetcher of the OSHP, Assistant Prosecutor John Arnold, Investigator Tim Shaffner, Director of Victim Witness Services Jessi Flint, Victim Witness Coordinator Cassidy Cook, and Legal Assistant Kathy Fink for their work on the case.
