"Normally, you can tell if someone is willing to go the extra mile and take them to the shelter," Brascher told KSAT. "We had no idea he was going to discard these puppies. He walked up carrying them like they were his own."
The puppies, named Bowie and Crockett, were found four hours later, about 100 yards from the SAPA office, KSAT reported. They were suffering from flea infestation and ringworm, and tested positive for worms, the television station reported.
Staff members filed a police report. Authorities are viewing surveillance camera footage to determined who abandoned the puppies, KSAT reported.
“Those puppies' lives were in danger, and as happy as we are to help them, they’ve taken a kennel from a dog that’s on the euthanasia list at the city shelter,” Brascher told the television station.
