The man told police he walked to the car to see what was happening, and he spotted a man and woman slumped over in the front seats and a child in a car seat in the back. He called 911.

A Vandalia police report indicates the woman was found incoherent and not aware of where she was. The male driver was passed out and they had to forcibly wake him up.
