Foreclosure totals mixed for area counties

The Dayton metropolitan statistical area in November had the 12th largest percentage decline in foreclosures from a year earlier among 203 metro areas nationwide, according to a California company that tracks real estate data.

Foreclosure filings in November fell 40 percent from November 2008’s total in the four-county Dayton metropolitan statistical area, RealtyTrac spokesman Daren Blomquist said Thursday, Dec. 10.

The 660 foreclosures in Montgomery, Greene, Miami and Preble counties in November compares to 1,099 in November 2008. The foreclosure activity, which includes default notices, scheduled auctions and bank repossessions, is tracked by Irvine, Calif.-based RealtyTrac.

November’s total is down 38 percent from 1,070 foreclosures in October.

Dayton had the largest decline of Ohio’s urban areas, all of which had significant year-over-year decreases, Blomquist said.

Ohio still ranks 13th in its foreclosure rate, Blomquist said. But it also had the sixth largest percentage decrease in foreclosures in November.

Several months of declines in foreclosures from a year earlier suggest the state may be turning a corner ahead of much of the rest of the nation, after being among the earlier states to enter the foreclosure crisis, Blomquist said.

A federal program that helps those saddled with risky loans refinance also may have gained greater traction in Ohio than in states where there were much more dramatic swings in property values, Blomquist said.

But the decline in foreclosures also may partly reflect a new kind of “bank walkaways,” in which lenders walk away from deteriorating properties without even bothering to begin the foreclosure process.

John Carter, a housing inspector with the city of Dayton, said the volume of vacancies seems to have plateaued, but said more city resources are being spent to maintain those properties than a year or two ago.

Butler and Warren counties, however, have the second and third highest foreclosure rates, respectively, among Ohio’s 88 counties. In Butler County, one out of every 242 housing units is in foreclosure, while one out of every 320 housing units is in foreclosure in Warren County. The highest rate is in Fayette County, where one of every 192 housing units is in foreclosure.

RealtyTrac issued the following statistics for foreclosure activity in local counties:

• Butler: 594 foreclosure filings, up 6 percent from October but down 8 percent from November 2008;

• Champaign: 25, down 17 percent from October but up 47 percent from November 2008;

• Clark: 146, down 18 percent from October and down 22 percent from November 2008;

• Darke: 24, up 85 percent from October and up 50 percent from November 2008;

• Greene: 83, up 9 percent from October but down 26 percent from November 2008;

• Mercer: 16, up 129 percent from October and up 167 percent from November 2008;

• Miami: 61, down 20 percent from October but up 7 percent from November 2008;

• Montgomery: 498, down 44 percent from October and down 45 percent from November 2008;

• Preble: 18, down from 47 percent from October and down 44 percent from November 2008;

• Shelby: 28, down 42 percent from October but up 250 percent from November 2008;

• Warren: 237, down 3 percent from October but up 36 percent from November 2008.

Statewide, there were 10,587 foreclosures in November, down 18 percent from November 2008 and down 9 percent from October.

Nationwide, there were 306,627 foreclosures in November, up 18 percent from November 2008 but down 8 percent from October.
