Report on investigation into Carlisle mayor's computer delayed

CARLISLE — A report on what was found on Carlisle Mayor Tim Humphries’ city-owned computer was rescheduled Tuesday, Feb. 9 after council asked for the delay.

Humphries’ computer was confiscated in November after police said they received a tip that alleged inappropriate material was on the machine.

Law Director David Chicarelli said he was prepared to give a report about the investigation, but he was asked to stop during the Carlisle Council meeting.

Councilman Bryan Green asked for the report to be tabled because he wanted to prepare for it.

Councilman Chad Johnson also said he felt the circumstances were “odd” and asked why the report was being given at a public meeting. He also expressed concerns about possible legal action against the city.

Chicarelli said the report had to be done in open session because it involved the seizure of the mayor’s computer and possible criminal charges. Chicarelli said there was no written report on the investigation available.

City council voted 4-3 to table the report until its next meeting on Feb. 23.

“We’ve been waiting for a report for many weeks,” said Councilwoman Jennifer Long, who voted against delaying the report. “I don’t know what there is to prepare for.”

Humphries, who has not been charged, said “it appears that people want to believe their thoughts and not the truth.”

“It’s been suggested I should resign multiple times,” he said. “The way this has gone about has been ‘character assassination.’”

He said his lawyers should be given the results of the investigation before there is any public discussion. Humphries said City Manager Sherry Callahan was informed a report would be given Tuesday night more than a week ago.

“But to our knowledge, we don’t know if it’s been received yet,” Humphries said. “I have to prepare myself for possible wrongdoing by others.”

Humphries also was accused of a “road rage” incident in December, but those charges were dropped in Franklin Municipal Court after the Carlisle police officer failed to appear in court. Callahan is considering possible disciplinary action against that officer.r@coxohio.com.
