UPDATE: DEA looking for at-large fugitive after breaking up heroin trafficking ring in Butler County

The Journal-News contacted Fairfield City Councilman Chad Oberson, who owns the Milford Twp. farm where heroin was allegedly being stored, who declined to comment at this time.

Resident Agent in Charge of the DEA Cincinnati office Tim Reagan said Oberson is not a part of the investigation.

Federal agents are looking for a 30-year-old Liberty Twp. man a day after agents and local police agencies arrested five in a heroin trafficking ring.

Five Southern Ohio residents were arrested and charged with conspiracy to possess and distribute more than 1,000 grams of heroin. One hit, or dose, of heroin is around a tenth of a gram.

Armando Gonzalez-Rosas and Felix Garcia-Rosas — who is still at large — are also charged with distribution of heroin.

Miguel Monroy-Cuadros, Omar Santos and Armando Reyes are each also charged with possession with intent to distribute more than 100 grams of heroin.

Also, Santos and Reyes were each charged with unlawful possession of firearms by an illegal immigrant and unlawfully possessing firearms in furtherance of a drug trafficking crime.

Federal authorities say the six were conspiring to operate a heroin-trafficking ring in the Cincinnati area from at least October 2017 until this week.

INITIAL REPORT:

Federal DEA agents executed four search warrants on Wednesday as part of a heroin trafficking investigation in Butler County that resulted in five arrests, including two in Fairfield and two in Milford Twp.

Resident Agent in Charge of the DEA Cincinnati office, Tim Reagan, said the two Fairfield arrests were made at different Fairfield properties — on Gilmore Drive and Augusta Boulevard — while two other arrests were made on a 126-acre farm Trenton-Oxford Road in Milford Twp.

A fifth person was arrested in Dallas but reportedly lives at the Gilmore Drive home.

Those arrested include:

  • Annel Reyes-Valdes, 28, arrested at Gilmore Drive in Fairfield
  • Miguel Monroy-Cuadros, 29 arrested in Dallas (from Fairfield)
  • Armando Gonzalez-Rosas, 25, arrested on Augusta Boulevard in Fairfield
  • Omar Santos, 37, and Armando Reyes-Cortex, 36, arrested on Trenton-Oxford Road in Milford Twp.

Reagan said officials seized evidence, including weapons and cash, at the Gilmore Road and Trenton-Oxford properties.

The property on Trenton-Oxford Road, which Reagan described as a farm, is owned by LLO Holdings LLC. According to the Ohio Secretary of State, that company is registered to Fairfield City Councilman Chad Oberson. Reagan said officials have yet to interview Oberson and noted he is not part of the investigation.

A fourth search warrant was executed at a home on Lakota Pointe Lane in Liberty Twp., but no evidence was recovered and no one was arrested at that location, according to Reagan.

Reagan said the complaint filed in federal court in Cincinnati will be unsealed Thursday afternoon before those arrested will appear in court. Those arrested are being held in the Campbell County Jail, he said.

The heroin trafficking case is a multi-agency drug investigation that included agents from Immigration and Customs Enforcement and officers from the Butler County BURN and Fairfield and Oxford police departments.
