Carlisle appoints new council member to vacant seat

Carlisle Village Council has appointed a new member to fill a seat vacated last weekend.

William Bicknell will complete the unexpired term of former Councilman Jake Fryman, which expires on Dec. 31.

According to Village Manager Julie Duffy, Bicknell was the only person to submit a resume and application letter to council.

Duffy said council interviewed Bicknell on Sept. 12 and voted to appoint him to Fryman’s seat.

Bicknell is one of five candidates seeking one of the four open council seats this fall.

In his application letter, Bicknell said he has lived in the village for nearly four years and that he loves the community.

“I want to join the council to help continue the huge strides it has made over the last few years,” he said. “I want to give my two daughters a town that they can be proud to call home and one day raise their families here as well.”

Bicknell has been a warehouse manager since 2015 for Sugar Creek Packaging. He has also worked in various jobs in logistics, account management and new business development. Bicknell is a 2002 graduate of Franklin High School.

Fryman was in the last year of a four-year term and had originally planned to run for a new term. However, in early August he chose to move to Springboro. He announced his resignation last month, which was effective Sept. 16.
