Police: 16-year-old, bound at the wrists, escaped truck cab

WEST CHESTER TWP. — Bound at the wrists, a 16-year-old girl escaped her captor Friday morning, Jan. 9, when she ran to a local day care center, where employees called police.
Employees of the Learning Tree Academy, off Highland Point Drive, told police the Colerain Twp. teen entered their center saying she had been kidnapped and raped by an acquaintance.
The incident occurred sometime between Thursday night and Friday morning in a truck cab found parked off Highland Point Drive near the Walmart Super Center, said West Chester police Capt. Joel Herzog.
Herzog said the teen and the suspect, Steven M. Toy, 41, of 7929 Cindy Lou Court, had been together "consensually" on Thursday. At some point overnight, Toy held the victim against her will, Herzog said, and sexually assaulted her.
Toy and his wife, Kimberly, were taken away in handcuffs by police from their Cindy Lou Court home at approximately 1:45 p.m. Friday.
Steven Toy was charged with rape and kidnapping, Herzog said. Kimberly Toy is facing obstruction of justice charges because she initially told police her husband wasn't home. But she was proved wrong when police obtained a search warrant.
"She was basically hiding him," Herzog said.
The teen jumped from Toy's parked truck at about 10:40 a.m. and ran roughly 100 yards to the Learning Tree Academy — also on Highland Point Drive, Herzog said.
An employee of the day care center told police the girl's hands were bound, according to the 911 tape. The teen later was transported to Cincinnati Children's Hospital.
Herzog said Toy was not at the scene when the victim escaped.
Police towed Toy's maroon semi without a trailer with the words "Thug Transport" on the cab side door.
Steven Toy was arrested on a domestic violence charge in September out of Area III Court in West Chester Twp., according to the Butler County Sheriff's Office. He bonded out the next day.
