Hubbard is in the Butler County Jail today, May 15, after deputies charged him Wednesday night with impersonating a police officer and inducing panic.
A 14-year-old boy said Hubbard did cuff him, but they were just joking around, according to the sheriff's report. Deputies found Hubbard in possession of a gold "ICE Special Agent" badge, a radio, handcuffs, a jacket with the words "police" on it and a loaded gun.
Detective Sgt. Melina Smith said Hubbard is not a law enforcement officer. The items found in his possession were items he obtained on his own and not believed to have been take from an officer, Smith said.
Smith praised the citizen, Elbert Lunsford, who called the sheriff's office after seeing the suspicious activity at about 5:50 p.m.
