$10 million manufacturing plant would employ 134 in Lebanon

The city of Lebanon is expected to sell land to a unidentified developer proposing the construction of a $10 million manufacturing facility employing more than 130 workers off Interstate 71.

The developer pledges to create 134 jobs and an $11.2 million annual payroll, and spend at least $10 million, including equipment and inventory, on the project, according to city records.

Known as “Project Sundance,” the manufacturing facility would be built at 1425 Kingsview Dr. by the Sundance Ltd. Partnership, according to an ordinance on Tuesday’s Lebanon City Council agenda.

The city has agreeed to sell the 17.7 acre parcel to the partnership for $814,000. A lawyer with the Thompson Hine firm represents the partnership in the documentation attached to the ordinance.

An addendum indicates the project is entitled to a 15-year, 100 percent abatement of property taxes that would otherwise go to taxing entities including the Kings Local Schools. The project also qualifies for permit fee waivers, according to the addendum.

The addendum refers to a letter to Robert Ryan, but city officials declined to identify the developer.

“The City has entered into a Non-Disclosure Agreement that prevents the City from disclosing the identity of the end user. The City Council packet released today, of which you have been provided a copy, contains the Legislation and attachments related to this project,” City Manager Pat Clements said in an email.

Clements did not immediately respond to questions about other subsidies provided on the project.

A map of the project attached to the ordinance and agreements indicates there would be office and manufacturing facilities and parking constructed.
