Laughing at party leads to trip to jail

VANDALIA Aug. 16 An officer responded to to Bristol and Van Arden drives on report of a man down. The man was standing up when the officer arrived on scene, but had grass on his head and back. The officer asked the man if he was OK and only got a blank stare. When asked for his ID, the man asked, “Are you serious?” He tried to hand the officer a set of keys. The man was stumbling around and in the street and appeared confused. There was an odor of alcohol coming from his person. He was transported to jail for disorderly conduct/public intoxication. While en route he told the officer he was asked to leave a party because he laughed.
