Bullying and children with disabilities

You will notice in tomorrow’s Journal News there is a story about a Lakota aide that is under fire from the district. Her biggest complaint is that students with multiple disabilities are bullying each other and staff members. Staff members said they think that is a false statement and their students are not bullying others. I take no sides on the issue. I am curious about your thoughts. Do you think kids who have severe mental disabilities are capable of understanding if they are bullying? Is it fair to hold them to the same standards as other normally functioning students?
