Swain to vacate state GOP post
Mary Swain will now vacate her position on the Ohio Republican Party Central Committee for Butler County. She’s held this position for the past eight years and won re-election to her fifth two-year term in May.
I have heard from several political insiders that this rubbed people the wrong way.
Swain explained that at the time she ran for re-election she didn’t know Cindy Carpenter would win the Republican primary for the Butler County Commission, much less the general election — though it was almost expected the Republican would win the general election. Therefore, she did not know the Butler County Clerk of Courts position would open up.
As she told me: “At the time I ran for (the state central committee position), we didn’t know there would be a position here.” Five Republicans challenged the then-incumbent commissioner Greg Jolivette for his seat on the county commission.
But when the seat opened, Swain said she saw it as an opportunity to take advantage of some perceived deficiencies — namely, according to Swain, communication issues. She said she has seen and experienced these working in as the Butler County Common Pleas Court administration manager.
Now in, she’ll plan to seek election — and Swain should have at least one opponent, longtime Fairfield Twp. Trustee Steve Morgan. He lost to Swain in the Butler County Republican Party Central Committee vote on Jan. 12, garnering 22 votes in the first of two rounds of voting. He didn’t qualify for the second round.

Now she also has asked every employee to submit a resume, which was stapled to a job description. With that information, she said she’ll evaluate those employees to make sure they are in the right position, if they’re qualified.
Now part of the clerk’s budget is in the general fund, and one can assume with the financial troubles the county is having jobs could be in the spotlight.
It would be premature to say any jobs would be cut, but if the state local government fund is cut in half (as expected) or sales tax revenues are down (which significantly affects the general fund) jobs could be on the line.
After all, payroll is the biggest part of any budget.

Let me see if I understand this, “several political insiders” (who didn’t have the courage to allow their names to be used) said that people were rubbed the wrong way because Mary ran for re-election to a position she had held for multi-terms and didn’t anticipate winning a county-wide appointment that wasn’t open at the time and there was no way of knowing it would be? IF these statements were even actually given, it sounds like one of two things. Either Mr. Pittman trying to stir the pot against the county GOP or some folks that weren’t happy with the results of the appointment doing some anonymous grousing. Either way, doesn’t mean much, IMO.
