County layoff backlash

A week before a planned layoff of 22.5 employees in Butler County Environmental Services is set to go into effect, at least one employee is not going quietly.

Shawna Noble went straight to her bosses bosses Thursday, arguing that her job saves the county money, and that commissioners should consider other options besides layoffs. Read the story here.

Sorry, but with all things being equal, stories of past and potential personal hardship should never be used as a basis for keeping one employee over another, period. With that said, Noble’s strongest point about her contributions should be made louder, and quickly. If her story is truly accurate as shared, then one really has to consider the competence and/or motivations of those who put her on this list. It’s doubtful that every other employee in that group contributes better returns, else they likely wouldn’t be cutting back in the first place. So, the larger question that results is how competent are those making the decisions, and why are they not on the list if she is right?

Personal hardship was not my intent other than to show that the layoffs will create a situation that these hard-working employees need to rely upon government assistance for awhile; thus using tax payers’ money rather than saving them money. It’s just shifting costs and not saving them.

Retired Exec - you hit the nail on the head - those at the top are not so competent. They make six figure salaries and there are redundancies three layers deep, yet those at the lower levels are the ones to be cut. These same top levels managers who have hand-picked the group they want to layoff have hired 26 new positions since 2004, yet only five of those employees are actually on the layoff list. The positions on the list are not as presented to the Commissioners. Several of those employees should have been reclassed several years ago. If staff were classed appropriately by the job duties they are performing that list would look entirely different. The Commission needs to know this. The layoff list is nothing more than a personal “wish” list with a few favorite employees with bumping rights sprinkled in to make it look good. The truth will come out. Several of those at the top should be added to the list.

You don’t need a Comptroller, Finance Manager and Purchasing Analyst (that dept. doesn’t need a comptroller or purchasing analyst period)all making an average of 90k annually each. You also don’t need and Environmental Division Head, Regulatory Compliance Manager, 3 Environmental Specialist and a Solid Waste District Coordinator with salaries ranging from 70-110k eack. They also have an Operations Division Head, Technical Services Superintendent, 2 Field Operations Managers, 2 Chief Plant Operators and an Instrumentation Mgr - again all making 80-110k annually each. If upper management is competent, why aren’t some of these high-salaried redundant positions on the layoff list - because several of these people are the ones responsible for making the list - you know they are going to save their own position. Must be nice to be at the top.

What’s the difference here? If some private industry here n Butler County was laying off 20 plus employees the Hamilton Journal would be writing of the evil and hard hearted big business stomping on the working man and hurtin the community (remember your articles on Smart Paper). Local readers would be outraged, local politicians would be writing letters and treating some government action against the bad old buisnessman. But, everyone cheers when hard working, average wage earners in local government are layed off. What’s the difference?

Frankly, it’s our government and more importantly, our money. And, it’s clearly being wasted through a culture of ethical lapses and abuses that include expanding budgets, exorbitant raises, patronage hiring, and the latest “news” to finally come to public light, that the likes of Fox and others do not entertain contracts with companies who aren’t “their friends” (funny, but one would think that Fox would refrain from at least publicly making those types of recent remarks, if anything, for the actions of his friends at Dynus). So, while you think you hear cheers for those being laid off, I cheer and applaud the fact that our local government is finally in the midst of cleaning up. Unfortunately, that also means a few good working folks are caught in the middle. However, in the end, isn’t it the greater good for all that truly matters most? I think so.

The problem is that it’s more than a few good working folks caught in the middle. DES has way too many management positions, a majority w/salaries over $100K. DES is super top-heavy. And, who decided who would be cut? The super top-heavy management staff! The county is upset about sales tax being down. It’s going to go down ever further when the folks losing their jobs can’t afford to buy anything—when they lose their homes to foreclosure. And, what’s DES going to do once it discovers it can’t function well or provide good customer service? The commissioners need to take a good, hard look at this before it blows up in their face!!
